Paint Pour is a technique that several colors of paint and oil are added to a glass, without mixing, and then poured onto the glass.  Then the paint is slightly manipulated is a few different ways to create a one of a kind design.  This is then fused into the glass to create a solid piece. 
In this piece the paint was poured over designs, so that the base color shows through.
